Leadership

Fawzi Melhem is the Founder of RADIUS, RCONSULT, and RADIUS Academy, and a Water Systems Strategist with more than two decades advancing water sustainability, smart irrigation, and resilient landscape infrastructure across the GCC and broader MENA region.

Specializing in data-driven systems architecture, urban water optimization, and resilient infrastructure systems for arid and rapidly urbanizing environments, he works at the intersection of policy, engineering, and large-scale implementation. His work supports governments, municipalities, master developers, and public-sector authorities in designing and advancing performance-based water strategies aligned with sustainability targets, regulatory frameworks, climate realities, and long-term resource resilience objectives.

His advisory experience includes strategic engagements with Dubai Municipality related to irrigation infrastructure, water management, and long-term sustainability initiatives, as well as support to sustainable city developments across the region. Through RCONSULT and RADIUS, he contributes to water governance frameworks, intelligent water management systems, and infrastructure initiatives supporting regional sustainability and smart city objectives.

He is also an international speaker and contributor on water sustainability, smart irrigation, and resilient infrastructure systems, regularly engaging with public-sector entities, professional organizations, and industry forums across the region and internationally. His work combines institutional strategy with globally recognized expertise in water efficiency and intelligent irrigation through engagement with organizations including the U.S. EPA WaterSense® Program, the Irrigation Association, and the American Society of Irrigation Consultants (ASIC).

He holds an MS in Irrigation and a BS in Agriculture from the American University of Beirut (AUB), where he graduated Valedictorian and received both the prestigious Penrose Award and the Thomas Sutherland Prize for leadership and academic excellence. During his university years, he served as Vice President of the University Student Faculty Committee (USFC) and was recognized as both MVP and Athlete of the Year. He was later elected by the worldwide AUB alumni community to serve as Trustee of the American University of Beirut, contributing to institutional governance and strategic oversight initiatives, including engagement with the Association of Governing Boards of Universities and Colleges (AGB).

Earlier in his career, he contributed to rural development initiatives in Lebanon through engagement with the United Nations Development Programme (UNDP).

He is a trainer for public-sector entities in smart irrigation and water management and continues to support the advancement of intelligent and adaptive water management systems across water-stressed regions through strategic advisory, executive training, and thought leadership.
